Inside the T3 FCU: How Tether, TRON and TRM Freeze USDT

The T3 Financial Crime Unit (T3 FCU) is a joint effort by Tether, TRON and TRM Labs, set up in September 2024. It works with law enforcement to find USDT on TRON linked to crime and get it frozen. By May 2026 it said it had frozen more than $450 million, sometimes within 24 hours of a request.

Who is behind it

The name comes from its three members. Tether issues USDT. TRON runs the blockchain. TRM Labs is a blockchain analytics company. Tether announced the unit on 10 September 2024 as a way to work with law enforcement against illicit use of USDT on TRON.[1]

Tether describes T3 FCU as a rapid communication and blocklisting system for illicit USDT on TRON.[2] In plain terms: when police identify a wallet holding stolen or criminal USDT, the unit helps get that address blacklisted fast, before the money moves on.

How a freeze works

A freeze happens inside the USDT contract. The USDT contract on TRON has blacklist functions that only Tether, as the contract owner, can use, the same as on Ethereum.[3] Once an address is on the blacklist, it cannot send USDT.

Tether's wider policy explains when it acts. It says it follows the US Treasury's SDN sanctions list, has a zero-tolerance policy on criminal use of USDT, and can restrict USDT in wallets linked to illicit activity.[4] T3 FCU is one channel for that work on TRON.

A freeze is not always the end. In a 2025 US terrorism-financing case, Tether says it froze about $1.6 million in USDT and then reissued it so US authorities could recover the funds.[5]

The numbers, as reported

All figures below come from Tether's own announcements. They are self-reported and not independently audited.

DateMilestoneSource
Sept 2024In its first weeks, helped freeze more than 12 million USDT linked to a blackmail scam, an investment fraud and other casesTether[1]
Oct 2025Supported law enforcement in 23 jurisdictions; the US had the largest share: $83 million, 27% of volume, across 37 casesTether[6]
May 2026More than $450 million frozen since launch; 43.9% more illicit proceeds intercepted in 2025 than in 2024Tether[2]

For scale, Tether said in April 2026 that its cooperation with law enforcement overall had supported more than 2,300 cases and led to freezes of more than $4.4 billion, with more than 340 agencies in 65 countries.[4] That total covers all of Tether's work, not only T3 FCU.

24-hour freezes

Speed is the point. Tether says that, at the request of law enforcement, T3 FCU has frozen assets within 24 hours in several account takeover incidents and violent crime emergencies.[2] The sooner an address is frozen, the less time there is to move the funds on.

Why TRON

TRON carries a large share of risky flows. TRM Labs attributed 58% of illicit crypto volume in 2024 to TRON.[7] That is why a unit focused on USDT on TRON matters for anyone who trades it.

What it means for P2P traders

If you buy or sell USDT on TRON peer to peer, T3 FCU affects you in two ways.

  • Coins from a seller can be frozen at the source. If the seller's address is linked to a scam and gets blacklisted, the USDT there stops moving. If you paid fiat first and the USDT never arrives, you have a dispute with the seller, not a stuck transfer you can fix.
  • Your own address can be caught up. A freeze is on an address. If your address is blacklisted, only Tether can lift it. See why is my USDT frozen for the steps and the odds.

The cases Tether names include a blackmail scam, an investment fraud, account takeovers and violent crime emergencies.[1][2] But you cannot see the blacklist decisions in advance. The practical defence is to avoid taking coins with a dirty history in the first place.

No one outside Tether can remove an address from the USDT blacklist. Anyone who offers to "unfreeze" USDT for a fee is not Tether.

What to do

  1. Check the seller's sending address before you pay. Use an AML check and a freeze checker. Our guide on buying USDT P2P safely walks through it.
  2. Use the platform's escrow and keep the trade inside the platform.
  3. Keep records: order ID, chat, bank receipt, transaction hash.
  4. If you were scammed, report it fast to the police. T3 FCU acts on law enforcement requests, so a quick report matters.[2]
  5. If your address is frozen, contact Tether through official channels only.
